Thanks K8. I can't take too much credit for being a good person though. I haven't talked to him yet. He is usually laying down on the grass outside the fire department. But I think I will bring him Gatorade next time I see him laying out in the heat.
Depends on your relationship with him/her...My former neighbor referred to the homeless man as her neighbor when explaining that he kept his Progressive Soup and Jim Bean in her windowsill.
i think alot would depend on the individual's approach. was he/she passive, or in your face. if they were passive and gregarious i suppose i would like saying hello to them but it would be a weird relationship cuz i also wouldnt be rushing to invite them in for dinner. tough one Lezs!
that being said, my current home and former apartment i have lived very close to two rainman-esque figures.
one fixated on how many miles my civic had. the other fixates on who is parking on our street and if they actually live on our street and if the cars are on the right side of the road in relation to he weekly street cleaning rules.
I feel like there would usually be a hint of sarcastic tone in calling a homeless guy a "neighbor"...I'd probably just call him "the homeless guy" unless I knew his name.

No, not really. I spend most of my time withing a 20' radius of my desk. I would not consider myself my desk's neighbor.

I think you should call him your neighbor. You may or may not like him, as with all neighbors.

I would, but only to piss off some of my other neighbors who need to get over themselves.
