There are lots of bars that will have the games up and going. I would go to Nellies -- as previsously suggested. Just keep in mind that it is gay centric, but all types hang out there. The other thing for him to consider if he has a team he's routing for. There are certain bars that attract folks routing for certain teams.

Oh, and yes they do in DC. A coworker who looks about 50 was once denied access to Tom Toms for having an expired one so he tossed the bouncer's stool into the street
