I'd have to say no, with the corollary that idiots who think they can actually control wild animals and raise them as pets deserve to become statistics and Darwin Award winners.
I don't think residents should be able to own large and dangerous animals as pets, but I have no problem with trained veterinary professionals opening up a reserve for retired circus animals and the like.
