Does that have to include airfare? If so, than Ixtapa, Mecico if my plane ticket was covered I would go to Istanbul. And dude you can definitely go to Puerto Rico for under a grand.
I don't think these exotic locales are very doable for 1k, so I'm going to be a loser and do Chicago, my most common vacation spot, but I'd do it right by making it rain all over the city--including buying the best tickets in Wriglely
When I think beach for under $1000, I think Mexico, all inclusive resort. The ancient Mayans believed that frozen, blended drinks were an essential part of relaxation and celebration.

i backpacked through europe for 6 weeks on about $2500. you could totally do a week to 10 days on $1000.
I retract my answer. I would go visit Josh and Evan in London.

I'd fly to San Diego then drive north up the coast of Cali all the way to Portland, Ore. But to keep it under 1,000, would probably have to camp.
Or yeah, an all-inclusive in Mexico costs about $600 right now (including food and airfare).
