I think it's two different kinds of "nice." Chicago people are generally more approachable, amiable and eager to please, but that doesn't mean they're inherently nicer. New Yorkers are genuinely nice people; you might just need to take your time to get to know them.

New York gets a bad rap. My people (that's family for you Yankees) are from New York and they are lovely.
