This is a great question; however, the answer depends on where YOU are purchasing a bagel. Let me outline the guidelines:
Frozen or Grocery Bagels - TOAST ALL THE TIME!
NY Bagel Shop - Toasting is only acceptable after the second day; however, YOU should not buy more than a day's worth of bagels for consumption.
Other Bagel Shops - This all depends on if shop boils and bakes their bagels. A majority of the time, YOU should not toast them unless it is a day old.

If I'm just putting cream cheese on it, then untoasted. Otherwise, in all cases, it should be toasted.
Actually, a toasted bagel with peanut butter sounds really good right now.

always unless buying from a street vendor and you have no choice, in which case I usually opt for a bag of chips
they always should be toasted and never with cream cheese.
Toasted. Always. It adds to the chewy quality if you have some crunch to get thru to get to the chewy. I love bagels!
