The airport. You can make stories up about people and where they're going. Dupont is fun as well, but I would go with Adams Morgan at 3am. You don't know if people are going to fight, or just eat giant slices of pizza together.
the mall. last time i was there, a woman was bitching to her family that it was 2pm and she hadn't seen anything yet. hello lady, do you see the giant monument? how about the big ol' capitol building?
norris, the wise words we heard: if you're going to start drama, start it in the club, not in the street.
this was AFTER the drama-starters came out of the club and hollered about shoes, ran into the middle of Connecticut Ave, and hit and bit each other.
The Natural Science Museum is great! Especially the room with dino bones set up next to modern birds & ancient dogs next to ancient horses. First you get to see children's glee about seeing dinosaurs, then you get to overhear cool science convos, & if that's not enough you can also evesdrop on the ridiculous things said by the ignorant. Oh, yeah, and the museum is cool, too.

the sidewalk seating at toledo lounge
sitting inside Dupont Circle. OMG, you see some interesting people.
DC jury duty
The airport
Dos Gringos
The weird patio / fire escape at Madams Organ
I'm with Andrew on this one...something about Dupont Circle on a nice Sunday afternoon draws out really colorful types.
The outside area of Lucky Bar is good, or actually was good until the closed down 1223. Some of the best people watching I've done in DC.
Cate, help me out, what was that infamous phrase we heard outside Lucky?
FedEx Field tailgates before a Redskins Cowboys game.
Amsterdam.

I'd have to say Metro provides the greatest cross section of people to watch, and you're awfully close to them. You can't help but watch.
Also agree on Dos Gringos and Toledo

Ah yes, now I remember. I'll bet the bouncer was like "Actually no, you can start that shit in the street, not the club."
And I'm pretty sure the guy was bleeding from being hit with a shoe.
