No, this question isn't code for anything. It was inspired by the four year old girl I saw eating a frosting faced cookie with a knife and fork for breakfast this morning.
I thought about it all the way to work and I came to the conclusion that I think people should be able to eat cookies for breakfast when they start buying their own food. (Probably in college or after they move out.)
Side note: I asked my coworkers and it turns out one had a cookie for breakfast and another had chocolate. Love it.
